Only 45 Types of Fireworks Are Legal in Malaysia 2026 — Here's the List & the Penalties If You Break the Rules

Many people think all fireworks are fair game as long as you don't get caught. Actually, no — Malaysian law is pretty clear, and this year the Inspector-General of Police has issued a stern warning once again.

Let's break it down one by one, in plain language.

As it stands, only 45 types are allowed

Under the Explosives (Prohibition) Notification 2025, only 45 types of fireworks are allowed to be owned and used. All of them are limited to two categories:

• 'Happy Boom'
• 'Pop-Pop'

These two were chosen because they don't contain explosive material that's dangerous to the public. Anything outside these two categories? Consider it illegal.

But — even if allowed, you need a permit

This is what many people overlook. Even though 'Happy Boom' and 'Pop-Pop' are allowed, you still need a permit from the District Police Chief, and you have to follow the specifications and conditions set.

So "allowed" ≠ "free to play however you like".

The penalties if you break the rules — no joke

If you get caught owning, selling, buying or playing with fireworks other than those allowed, you can be charged under Sections 7 and 8 of the Explosives Act 1957. Here's what awaits:

This isn't just talk. Recently, JKDM Penang busted a smuggling syndicate — seizing 1,332 cartons of fireworks and firecrackers in seven containers, worth nearly RM1 million including tax. None of them had valid import permits.

If you're a trader or agent — make sure you only sell licensed products with permits. Don't gamble with the risk.

If you're a member of the public — avoid buying cheap "under the table" firecrackers without a permit. Not only is it dangerous, you could end up with a criminal record too.
