How to Apply for a Fireworks Sales Permit in Malaysia — A Quick Guide for Traders

The festive season is when firecrackers sell the most — but if you want to sell them, you need a permit first. Selling without one? That's a straight road to trouble. Here's a quick guide.

Step 1: Head to the IPD

All firecracker and fireworks sellers must apply for a permit at the District Police Headquarters (IPD) in their respective area. Not online, not through a middleman agent — go straight to the IPD nearest to your business location.

Step 2: Meet the conditions

Applications are subject to strict conditions, including:

• Approval from the Ministry of Home Affairs (KDN)
• Background checks on the individual or company involved
• Final approval is subject to the District Police Chief

The number of permits approved also depends on the District Police Chief's approval — so not every application gets approved.

Step 3: Understand the sales period

This is important. Licensed sales have a specific period. For the Aidilfitri season, according to PDRM:

The sale of licensed fireworks and firecrackers is allowed from 10 Ramadan to 10 Syawal.

Outside the permitted period, sales remain against the law even if you have a permit.

Step 4: Only sell the right types

Only 45 types of fireworks and firecrackers — the 'Happy Boom' and 'Pop-Pop' categories — can be sold to the general public with PDRM's permission. Don't mix in products outside the list, even if you have a permit.
